1.Open the Hard koa video on NicoNico
2.Open up the Windows task manager (Ctrl Alt Dlt)
3.Go to the Performance tab which should show you the CPU usage percentage
4.Play the video and see how much the cpu can handle before the video starts lagging
mine went up to 62%
