Just google for nicovideo registration, that’ll bring up a few guides for signing up. Also, if you’re running Firefox, you can install the Nicofox add-on, which lets you save the videos on your computer.
And lastly, if you want to play back a .swf (shockwave flash) file like this video without using an internet browser, you can download the Adobe Flash Player Standalone Debugger here.
