The “Zoom Zoom Zoom” may be because it sounds like “ZUN ZUN ZUN” to the Japanese. Being they make no difference between “-n” and “-m”. Or rather, there is no “-m” sound. That’s the only explanation I can think of.

I’m pretty sure that “Zoom/ZUN” thing is translated as
“The following program is/was brought to you by ZUN ZUN ZUN.”

Are the #1-#31 really based off a recent popularity poll?

Rinnosuke _is_ # 31 on the list, and I think they just cut off the #’s at 31 because there are only 31 students in Negima’s class.
