I just overloaded on this song yesterday trying to make a Katamari Damacy themed version! This can’t be coincidence!!!

Sadly, I don’t think this is a WIP, but rather a PV to the creator’s dojins works, since checking out the creator’s website (http://monzetushinshi.hp.infoseek.co.jp/index.html) reveals an epic doujin series around Magical Calamity Girl Miracle Hinacle.

It’s both, actually. The last two characters in the video title, 途中, translate as “midway” or “en route”—or, more idiomatically, “in progress”. So yes, the artist is promoting his doujin, but he just couldn’t resist putting up the video as-is, even though it’s far from finished. (That’s what it says on the web site, anyway.) This implies there will be a finished version later.
